salaries of £1250 should be prescribed for them.

While the petitioners are principally concerned with the promotion prospects the point is made in paragraph 15 of
the petition that the initial salary for education officers in
Hong Kong is inadequate. I cannot agree that the considerations
there advanced justify any larger initial salary in Hong Kong
than in other parts of the Colonial Empire. If the contentions there put forward were admitted it would be necessary to make similar readjustments in many other proposed scales of salary.
It may be noted that the initial salary for the education
service is, allowing for the value of quarters, identical with
the initial salaries of the Administrative, Police and Audit
services.

As indicated I am unable to recommend that the
principal requests of the petitioners should be granted but I
request your a proval of the creation of a new post of Headmaster, Central British School, as explained in paragraph 4 and of the modifications of the Anomalies Committee Report proposed in paragraphs 5 and 6, including those relating to the post of Senior Mistresses and certain posts in the Legal
Service.
